Case Study – City of Lincoln Council Events

The City of Lincoln Council Events Team undertook a review of their technological setup in 2012 to explore ways of communicating more efficiently throughout their events, and since then they have awarded DCRS the radio infrastructure contract for all of their events.

 

Project Focus – Lincoln Christmas Markets

BACKGROUND

Lincoln Christmas Market is the biggest Christmas market in the UK with over 335,000 visitors, 600 coaches and over 10,000 cars. The market is split up into six zones with different marquees in each and includes 250 stalls, Live music and traditional street plays.

The Team at Lincoln City required a reliable radio system that would operate City wide stretching across varying locations including Coach Parks, RAF Scampton and Lincolnshire Show Ground Park & Ride which is approximately 5 miles from the Centre of Lincoln where the market takes place.

To provide full coverage around the City and outer areas, DCRS installed a MOTOTRBO™ Capacity Plus Trunked Radio System into the roof space above the Bell Tower of Lincoln Cathedral. The System offers greater functionality and flexibility whilst containing costs.

A lifting plan was drawn up by DCRS’s Health & Safety Executive as this was a pivotal part of the delivery into this iconic building (Over 100 metres above ground level).

 

SYSTEM INFRASTRUCTURE

The City of Lincoln Events Team undertook a review of the technological setup in 2012 to explore ways of communicating even more effectively throughout their events, and since then they have awarded DCRS the radio infrastructure contract for all of their events.

To provide full coverage around the City and outer areas, DCRS installed a MOTOTRBO™ Capacity Plus Trunked Radio System into the roof space above the Bell Tower of Lincoln Cathedral. The System offers greater functionality and flexibility whilst containing costs.

A lifting plan was drawn up by DCRS’s Health & Safety Executive as this was a pivotal part of the delivery into this iconic building (Over 100 metres above ground level). DCRS engineers worked alongside the Cathedral & Events Team every step of the way, to ensure that each lift was appropriately planned and executed utilising an electronic winch system, the area was suitably cornered off to prohibit any public entering the area within the Cathedral.

‘Radio Communication is vital to the safe delivery of Lincoln Christmas Market. Its key for our event stewards and staff to be able to communicate over the entire event footprint which includes our park and ride site. We have worked with DCRS for 7  years to ensure that Radio Communications keep up to speed with the fast pass of the 4 day event. The In 2015 the event was named ‘Event of the Year’ and ‘Event Organisers of the Year’ by The National Outdoor Event Association (NOEA). Its key that we work closely with our contractors and communications is a key component to the events success.’

 

INFRASTRUCTURE

The Blue Light Services Communications Centre operates a desk service with MOTOTRBO™ DM Fixed Mobiles and is the central hub for Council Operatives, Steward / Security Directors and the Coach/Car Park Company. They control all the services throughout the event from opening until closure, every day.

Alongside the radio system, the Team at Lincoln utilise a Radio Allocation Stock System and Voice Recorder which captures and reports on anomalies throughout the event. By running the two systems simultaneously together, Lincoln City Council can monitor radio traffic and eliminate any misuse of the radio system, or in the case of an emergency refer to the live recording for reference. At the end of the event, DCRS provide copies of all the voice recording and data that can be stored and referred to by the Council if required.

With over half of the Lincoln Events Team and volunteers regularly working remotely DCRS provided Onsite Personnel for the duration of the event to ensure the system ran smoothly.
